You should check out Watson by Intellext (http://www.intellext.com). Like Pico, it provides automated searches based on context. Intellext has a free version that connects to web information sources and desktop search.
Intellext has an enterprise version of Watson that attempts to address the problem that you describe with the engineering company. It integrates context-based implicit search with enterprise information systems in order to automatically provide relevant information from inside a company's intranet.
