We have avoided most of the problems you mention because we chose to implement an intranet (using HyperOffice as a tool) with which already had pre built commenting, forums, surveys, wikis, task management etc, which encourages employees to participate.

It depends on the Internet connection or the servers hosting the video, but the technology is no different than that of the Internet. All things being equal, videos will buffer the same (unless the connection is better or the servers can accommodate the requests). However, this is a non-existent challenge or thought for 100% of organizations and employees. There are so many bigger priorities that video buffering probably would not crack the list of top 200 intranet priorities for an organization or intranet manager. The simple question alone makes me wonder how knowledgeable the professor is on the subject of intranets.
